BEST Literacy 2.0 is a competency-based assessment that uses a variety of functional literacy tasks to measure English language learner’s ability to read and write. Beginning July 1, 2008, NYS agencies have the option of using this test to additionally assess students with BEST Plus scores of 541 or higher for the National Reporting System. In this workshop you will learn what the BEST Literacy 2.0 Assessment is, how to administer and score it, and how to interpret those scores in relation to NRS Levels and instructional design.
BEST Literacy 2.0 replaced BEST Literacy 1.0 beginning FY26 (July 1, 2025).
Certification is not required by NYSED but is advisable for programs using the BEST Literacy 2.0 Assessment.
This 4 hour training counts toward the 14 hours of professional development requirement for all NYSED funded program staff.
